The Thomas C. Kelly Building or known as the Volusia County Administrations Center was erected in 1988. Now i could be wrong however the buildings plaque did state this. What makes perhaps this place so unique is that it is one of the newest and largest buildings here in Deland. But it also sits between quite a few other haunted locations I have investigated.  But this is more then just a government building outside is the Veterans Plaza for those that perished in the Korean War, then a picnicking area, also walkways with many benches just to sit relax read a newspaper. The giant fountains in front are always bursting with water and there is a real comfort level just to take a stroll on the grounds. 

Thomas C. Kelly was the first county manager in Volusia. He served the citizens from May of 1971 all the way up until his retirement in August of 1994. The building is a symbol of his leadership and  his hard work threw the years he served the county. On July 27th 1995 the Volusia County Council decided on this building becoming the Thomas C. Kelly building.

But perhaps it is the beauty that inspired me to investigate such a place like this when you walk inside its more like a museum as paintings depict some of Volusia Counties History, Marble Floors, and a monolithic sculpture of the Solar System. In the main lobby there is an a 4 floor vaulted ceiling where the sun beams down onto the Sculpture, Stairwell as you can look up and see many offices surrounding the lobby in a spherical shape. But the building has a sort of Greek Architecture to it quite rare for a DeLand Landmark.

Unlike many places visited this one has alot of energy you can just feel it its all over and a lot of orbs we captured were very large in size and transparent. My son has claimed to see multiple ghost here walking around going about there business so perhaps it is the land that is haunted just as if someone built up Ground Zero in NYC. But this is more then just a place for permits, taxes, census, tags, animal control and more. This is a also a place where the supernatural exist. Of course why wouldn't it after all we often expect to see ghost just at cemeteries but what about government buildings, offices or places of business? We will return for a second investigation for a more in depth investigation of the ghost of this grand building.
